Fast Tracking Political Federation

During the 1st  Summit of the Northern Corridor Integration Projects held in Entebbe on 25th June 2013, the Heads of State of the Partner States agreed to set up a Committee that will draft an EAC Political Federation Framework to be considered and discussed by all the relevant parties.  They further agreed that the Republic of Uganda chairs the Committee.

In the 2nd  Summit held in Mombasa, Kenya on 28th August 2013,  the  Heads of State of Partner States directed that the Ministers responsible for fast tracking political federation to meet in Kampala, Uganda in September, 2013 to develop a roadmap  as well as prepare a zero draft of the Federal constitution by 15th October, 2013. This Ministerial meeting was held as required, and developed the Zero Draft of the Federal Constitution, as well as the Roadmap for Political Federation.

In October 2013, the 6th Summit of the Northern Corridor Integration  held in Kigali directed that the process be taken back into the ambit of the wider EAC processes and a report be made to the 12th Extraordinary EAC Summit in April 2014.

Achievements
There are two main achievements by the Northern Corridor Integration Projects Cluster on Political Federation, namely; the Zero Draft of the Federal Constitution and the Roadmap for Political Federation. These two documents were approved by the   6th Summit held in October 2013 in Kigali, Rwanda.

Strategic Path of the Cluster
The strategic path of the Cluster is guided by the Summit Directives and would follow the Roadmap as its main Implementation Framework, complete with the set objectives and timelines.
Upon successful completion of the Zero Draft, the Cluster now awaits Summit Decision in order to proceed with the Implementation of the Roadmap.
